SKILL COMPETENCY ASSESSMENT

 INTRODUCTION

The construction industry is one of the major industries in generating the country’s economic growth and plays an important role in fulfilling the government’s desire to realize the vision of 2020. It is a very competitive industry and involves the use of a great workforce.

One of the key challenges faced by the construction industry is low quality and productivity. One of the main reasons for the deterioration of quality is the use of skilled manpower in construction sites.

In line with CIDB’s function in Act 520 to assess and certify skilled construction workers, CIDB has taken steps to give recognition to skilled construction workers who passed the Skills Competency Assessment Exam (PKK). Skilled workers who pass the test will be awarded the CIDB Skills Efficiency Certificate (SKK) for local workers or Foreign Workers Certificate (PKPA) for foreign and permanent residents. It is the CIDB goal that only employees who have the Certificate / Certificate are eligible to perform work that requires skills at the construction site.

 OBJECTIVES OF THE PROGRAM
  • Improve the quality of work on site.
  • Recognize and improve the skilled worker’s career.
  • Ensure that skilled workers meet the National Occupational Skills Standard (NOSS).
  • Encourage only skilled construction workers to work on a building site.
  • Recognize and increase the number of Local Builder Skilled Workers as well as reduce the dependency on foreign workers.
 TARGET GROUPS
  • Local Workers who want to be accredited as skilled workers.
  • Foreign Workers who wish to perform skilled work at the site.
  • Permanent Residents who want to be accredited as a Skilled Worker.
 APPLICATION REQUIREMENTS
 LOCAL CONTRUCTION WORKERS 
  • Malaysian citizen and works in the construction sector.
  • The applicant must have a green card that is still valid during the period / has submitted a green card application.
  • The requested trade test can’t be converted to the another trade.
 SKILLED FOREIGN CONTRUCTIONS WORKER 
  • Have a valid passport (temporary work) in construction only.
  • Free from a criminal offense or any offense of Malaysian law.
  • Apply not later than 3 months (90 days) before the expiry date of the passport (temporary work). CIDB reserves the right to refuse an application submitted less than the period or to be penalized.
  • The applicant must have a green card that is still valid during the period / has submitted a green card application.
  • The requested trade test can’t be converted to the another trade.
  • The employer / contractor must be registered with CIDB and the registration is still valid.
  • Each application must be accompanied by a letter from the employer (contractor).CIDB will not process applications from foreign workers who have changed their employers without approval to move to a new employer from the Immigration Department of Malaysia (JIM) in advance.
  • CIDB will only deal with applicants / representatives appointed by the company.
 SKILL TESTING CENTER (ACREDITATION)
  • Skills Test (Accreditation) will be conducted at the Akademi Binaa Malaysia (ABM) as follows: –

  • Skills Test (Accreditation) can be conducted at the site if it fulfills the requirements set by the CIDB.
 CERTIFICATION / RECOGNITION
  • CIDB Skills Efficiency Certificate (SKK) will be issued to Local Construction Skilled Workers who pass the test and have valid Green Card validity period.
  • Certificate of Foreign Worker Skills (PKPA) will be issued to Foreign Construction Workers and Permanent Residents who pass the test and have valid green card validity period.

 SKILLED LOCAL WORKER CONSTRUCTION 

Complete the UAP / 2010 form and send it to any nearby CIDB office along with the following:

  • One (1) copy of identity card certified by employer / CIDB.
  • One (1) copy of a green card that is still valid for a period of time or submit an application form for those who do not yet have a green card.
  • One (1) color photograph, passport size.
  • Process fees and Accreditation Fees are excluded (sponsored by CIDB).
  • CIDB reserves the right to reject any incomplete application or doubt.
 SKILLED FOREIGN WORKER CONSTRUCTION

Complete the UAP / 2010 form and send it to any nearby CIDB office along with the following:

  • Submit application letter from employer.
  • One (1) copy of visit pass (temporary work) certified by Commissioner for Oaths / CIDB.
  • One (1) copy of the passport certified by the Commissioner for Oath or carrying the original passport for CIDB verification.
  • One (1) color photograph, passport size.
  • One (1) copy of a green card that is still valid for a period of time or submit an application form for those who do not yet have a green card.
  • Process fee of RM20.00 per application.
  • Accreditation Fees by Tred.
  • CIDB reserves the right to reject any incomplete application or doubt.
 SKILLED PERMANENT RESIDENT CONSTRUCTION WORKER

Complete the UAP / 2010 form and send it to any nearby CIDB office along with the following:

  • One (1) copy of visit pass (temporary work) certified by Commissioner for Oaths / CIDB.
  • One (1) color photograph, passport size.
  • One (1) copy of a green card that is still valid for a period of time or submit an application form for those who do not yet have a green card.
  • Processing fee of RM20.00 per application.
  • Accreditation Fees by Tred.

*The applicant will be notified of the date and place of the test by ABM / CIDB.

 RECOGNITION OF SKILL EFFICIENCY (SKK) / CEREMONY SKILLS CERTIFICATE (PKPA) 

Only applicants or representatives of the respective company are allowed to take SKK or PKPA. Certificate / Certificate can be taken at CIDB office by bringing:

  • Certificate of test results by ABM
  • If the certificate holder is a company representative, he/she must bring ‘Letter of Authorization’. The letter must be:
    • State the full name and identification card of the company representative.
    • Using the original letter head of the company signed by the owner of the company.
    • Contains name and identity card number / passport number of the employee who is on the test.
 SKK RELATED/ LOST PKPA 
  • Employees who are seeking a lost certificate are required to present evidence by submitting the following documents while applying for SKK / PKPA.
    • Make a police report about the loss of the certificate.
    • Submit a letter of application to CIDB.
    • Submit a copy of SKK / PKPA (if any).
    • Make one (1) copy of identity card.
    • Make one (1) passport copy that contains valid passport (temporary work) for foreign workers.
    • Processing fee of RM20.00 for first time certificate replacement.
  • Application for replacement certificate for the second time onwards, processing fee of RM100.00 will be charged.
  • If the above documents are a copy, it shall be recognized legally by the Commissioner for Oaths / Government Officers A / Company Secretary / party producing related documents.
